@dougie  no kidding.... sure wasn't the rate that CH2M-Hill offered me 20 years ago to work in Seattle.

clarification on pay rates: the wage rate listed are total compensation including benefits. Around $18.40 of the wage rate is for health insurance, retirement, 401k type account. Pay rate for a chainman would be $46.65. A person classified as "Chainman" is always the 3rd person for a crew so is typically not used.

For total compensation an employer could pay a "Construction Site Surveyor" $40.00 in wages and $29.16 in benefits as long as the total is $69.16. Benefits have to be bonafide, that is, not something that can be changed. Examples of non-bonafide would be a 401k benefit that is dependent of length of employment, or health insurance that vests in 90 days.

Prevailing wage rates are tied to, but not always identical to, Operating Engineers wage rates. IUOE Local 302 rates and be found here:

Project also has to be in construction phase to activate federal Davis-Bacon Act or state Little Davis-Bacon Act.  So design surveys during design phase are typically not paid prevailing wage.

I didn't add all the loop hole, mumbo-jumbo; but the big picture: it's nice for the employee, a PITA for the employer.

  • What crew gets sent to the PW job?
  • How much of the day is travel time?
  • Were they in a company truck?
  • Did they work on any other job that day (none PW)?

 

The list goes on...

We are looking to hire long term Project Surveyors that want to travel, and I am also looking to hire people specifically for this project.

In WA, there is a law that states that government money means one of two things for a surveyor: Prevailing Wage (Construction), or Request for Qualifications with rates to be negotiated in good faith.

Do you have low bid requests for topo work...yes...is it legal? You can read the law and decide.

But, being Union has nothing to do with it. And most public works projects are covered by a PLA or Project Labor Agreement or the like. Certainly those done in Seattle will have a PLA.

And, unlike Davis Bacon, being management or a licensed professional doesn't get you out of the Prevailing Wage in Washington. That got fought over about 10 years ago when the prevailing wage tug of war was won by the unions (unions essentially set the prevailing wage).
