Do you mean that you have little faith in the locate company that won the contract by low bidding locates on a per ticket basis and hiring their staff for as little as possible and then assigning them 30 to 40 tickets a day? You are probably one of those that thinks that these people are being used by the utility companies to comply with the Dig Laws for as little as possible. Word of warning. The locate companies have mutual defense clauses written into their contract with the utility company. One Call Locate companies do not relieve you of liability. Sometimes they increase it by doing a lousy job and then the Surveyor/Engineer will get sued, so that the plaintiff can get to the utility and then the locate company through you.

Its proximity to foot and auto traffic I would say. Either make an appurtenance flush of have it stick up far enough to be visible.

ps - valve boxes and the like that are flush with the ground have a tendency to get plugged with grass clippings and Burger King cups..not to mention the annual visit from the award-winning asphalt pot-hole patching crew...:pinch:

Notable that the standard detail shows it as coming in tandem with a water vault. This is an important something something that should be known, I think.

I just received an email from the Portland Water Bureau telling me that "it is a pressure relief valve vent which is generally associated with an underground pressure regulator vault".

Silly people. When you push it downward just right it will produce a giant flash like the gadget used in Men in Black and then ............. uh, hi there. What's going on? Where am I? Who am I?

I'm pretty sure that's an ARV.

The city I worked for in the 90s started installing them like that in order to get the valve above grade.
