What does the "R" represent for the vertical curves shown in the picture?

cant see it too well. r could be rate of change in the gradient in and out of vc.

Heck...the only R I could read is R-2 in the detail bubble

I've tried to upload the image clearer, it won't work.
So the "R" shown on the sheet says R=0.55 or R=-0.30
So it must be rate of change?
