USGS in Google Earth

I have asked this question before, but, you see, I had to re format, and re-install windows, to get my computer back.

I have found what I think is the program, that does it, 3d-solar, but the download is eluding me. How do you get the usgs quad sheets into Google earth?

Those ones work better, but the usgs resides on your hard drive. (GOOD)
But, the ones for Arkansas are not yet available (BAD)

I gotta keep trying.
