I have been trying to find a downloadable copy of these instructions for about an hour. I have found several documents that refer to them, but not actually the instructions themselves.
Does anyone have a link ot a place I can doanload the instructions?

I believe Tiffins Instructions are reprinted in Al White's History of the Rectangular Survey System, which is available for download http://www.blm.gov/cadastral/Manual/pdffiles/histrect.pdf&returnto=displayassociationlinks.cf m">somewhere or other.
It's in the appendix to "A History of the Rectangular Survey System" which you can get as a .pdf free on Google Books. The volume also provides an excellent discussion of the instructions.

I had seen and downloaded a few of those files, however did not realize that they were included within those documents. I was expecting a separate "phamphlet" type document, or scans of older documents.

I have retraced a lot of sections in the First and Second Meridian Surveys referring to the transcriptions of the original deputy surveyor notes.
Let's just say that they knew Tiffin's instructions backwards and forwards regarding their product. If not, they didn't get their three dollars per mile!
