I wouldn't consider the Surveying, Construction and Agricultural users a "limited number". We may not be as numerous as automotive and cell phone users, but there are certainly more than 3 of us out here with high precision GPS...
A lot like politicians
As a percentage of all citizens, politicians are a very small percentage. What they do or don't do, however, has a far greater impact on the other nearly 100 percent than vice versa.

I am simply putting forth the thought that the percentage of total users ploy is irrelevant compared to the value of the service depending on that small percentage.
Perhaps we should enact a law that all politicians, immediately upon their first election, are to be sterilized so that they cannot reproduce. They are obviously a very insignificant fraction of the total population. Therefore, WE can do anything to them we wish.
That's the quality of logic being applied by LightSquared towards surveyors and others being impacted by their takeover attempt.
