A surveyor creates a subdivision plat and labels all of the property lines with distances. The pins in the subdivision are surveyed by another firm and they are all too close to each other by the combined scale factor. In this case roughly 0.30' per 1000'. The property has improvements designed in CAD. How should these improvements be staked on the ground? What should happen to the surveyor who certifies on his subdivision plat that all points shown have an accuracy of not less than 1 foot in 10,000 feet?

Ground measurements need to be based on ground measurements.  Neglecting the grid to ground reality is a major mistake that has been created by sloppy surveyors.  There is no excuse for this.  Personally, I would like to have access to a large pair of leather gloves to use in slapping the snot out of those surveyors who believe expensive gear equates with superior work.
