In 1972, the state enacted a provision such that a subdivision of land thereafter would require a map. Some jurisdictions around the state adopted similar provisions prior to 1972. San Francisco is one such jurisdiction. I am under the impression that the cut off date is Dec. 1946 in S.F. I have searched high and low for chapter and verse for the 1946 S.F. provision. I have reached out to the local agency without any luck. I am looking for the ordinance, resolution,subdivision guideline that contains the language.

That is some serious digging through dusty old books of statutes. You are to be commended for your diligence.
