Did a plat (PRM) check this past Friday. Was impressed to see respect for a CM.

Good idea for those who don't respect CMs. What was the legislative process behind that?

First, I should amend the previous post to mention that the easement is for new subdivisions or partition plat.  In Oregon that means any new tract of property.

Yes, ORS 92.044.7 was created by legislative act in the 2007 session.  For the life of me I can not remember if it was initiated by the PLSO or the County Surveyor's Association.  I'm sure it was not the utility companies.

@john-putnam It was PLSO (but a good idea by either group).  There must have been testimony but I can't find it in the archives, https://olis.oregonlegislature.gov/liz/2007R1/Measures/Overview/HB2713.

What is a partition plat? Friday is our plat check day here at the county. They're usually pretty easy, but recently I've had some difficult ones to get done. The last one had 43 corners of which we recovered 39. The picture I posted is from that job. Do you have any suggestions on how to get the process started to enact legislation similar to what you mentioned?

Under ORS in Oregon, a subdivision plat creates 4 or more lots while a partition plat creates 3 or less parcels.  While both are required to run the gauntlet of county and city review, partitions are much simpler process.  They are the only way to create legal lots.
