Many aluminum caps are not fitted with a plastic insert. They are shaped to fit over a rebar that is clean on the end; free of burrs and cut smoothly. We have our rebar grinded off on the head and pointed on the end so the cap will fit and the bar can be pounded down. When rebar is cut roughfuly the cap will not seat correctly and may tip off the bar. Plastic caps are prohibited here by regulation for porperty monuments so the issue of them decaying is moot.
