Atrributed to Charles GLover, NGS : (April 10, 1936 – 2017) was a prominent geodetic technician and specialist with the U.S. Coast and Geodetic Survey (later the National Geodetic Survey, or NGS) who famously championed precise trigonometric leveling and laser calibration techniques.

So, if it can be proven a random number generator spit out an incorrect number, that would be proof of a random error. Don't you see?
