Subdivision plats (Final Map and Parcel Map) must be filed with the County Recorder.
Record of Survey must be filed with the County Recorder (via the County Surveyor) upon disclosure of any one of a number of criteria, the two most common being a material discrepancy with respect to record dimensions, and establishment of a lost PLSS corner.
Corner Record must be filed when establishing or restoring a PLSS corner (doesn't apply to lost corners), and upon establishing any property corner or accessory that doesn't trip the requirements of a ROS.

Multiple survey systems! Origin of PLSS and most of the trial and error to develop the system. Also M&B Virginia and W. Virginia style. Rectangular surveys under Connecticut laws. Original survey records in the care of other states and in some cases simply GONE!
No system of Records of Survey. Many surveys only the surveyor and the client are aware of the results of the survey.

And Oregon is certainly a PLSS state. With a twist.
The area around (what is now) Portland was partially settled before the survey got there. So much of that land was surveyed as Donation Land Claims. These DLCs exist in the Oregon Territory, which is now both Oregon and Washington,as well as Idaho, and parts of Wyoming and Montana, but are most common in the Willamette Valley of Oregon.

It's poorly written, but I interpret it to mean that the submitting surveyor gets to make the call as to whether a CR or ROS is filed in connection with a construction project. I don't take it to mean that not filing anything is an option.
Mostly PLSS & US Surveys. Recording State. ROS typically get recorded when conditions on the ground do not agree with record.
According to most surveyor's in AK, there is never (sic) a "material discrepancy" when they set corners based on other peoples work.
Unfortunately they way the law is written in AK the practice of filing Records of Survey Plats is not wildly used. I much preferred the CO system where if you set a corner with your cap on it, you are required by law to file either a Monument Record or a Record of Survey Plat.
I'm with you on the interpretation. I also think in the (b) section above it where it states "It shall be the responsibility of the governmental agency or others performing construction work to provide for the monumentation required by this section. ", that it prioritizes who is the primary responsible party. The first one listed. It is the private surveyor who is second in responsible charge for the monument. The "government agency" is a little vague too.

Both. Some areas all PLSS. Some devoid of PLSS. Some areas are a mixed bag.
