I've never been to your state, but I'm very familiar with your 14 LDPs.I've modified one of your Lambert projection WKTs many times to create local LDPs.
It's interesting that your files are labeled NAD83(2011) but the 2011 designation is only a name and has nothing to do with the positioning.
Everything is on the GRS80 ellipoid and that ellipsoid has no knowledge of the various changes to NAD83 positions over the years.
Sometimes the simplest things are the most confusing.
Its explained in the handbook. Our users do not seem confused by it. It's helpful to know that the user of the LDP should match the latitude and longitude of any FBN or CBN control point that carries the designation of NAD83(2011) along with any other geodetic control with the same realization of NAD 83.
