I guess they didn't wait for a proposal. It's amazing as to how many law enforcements and fire departments are using the same technology we use on a daily basis. They have to clean up the scene in a fast operation to re-open the high way that sometimes some info gets lost no matter how many pictures are taken. Measurements really do help. I trained some on the finest NYPD officers years ago on setting up a total station for accident and crime scene investigations. The did the usually chasing the bubble around in a circle but once they figured it out they all all taught one another. I've seen them now with leica scan stations. Nice to have bigger budgets.
This is where a quad copter with camera and software would be a beneficial application if the weather and time conditions are right.
If there is a wreck on an interstate with fatalities , the investigation can shut down the highway for hours. I guess real time RTK works too.
