FAA proposed rules on drones.

Apparently, some news came out today that the FAA is going to relax their restriction on commercial use of drones. Looks like a test and back ground check may be required, though.

Use within 5 miles of an airport is still forbidden. That rules out using drones in about 50% of metro Portland/Vancouver. And if "airport" includes "heliport" forget it. Cant't use it anywhere in the metro area. I suspect the same would be true in most cities.

Where I live, there are several small municipal "airports" that aren't much more than a runway and a wind sock. But they are owned and operated by the local agency. Given the 5 mile restriction, there are lots of rural areas where drones would be prohibited as well.
