NV LAWS for survey maps - Ties to NOAA control points and PLSS Corners

I found the law that states you have to have a tie to NOAA control points for survey maps, but I can't find where it says you have to have a tie to PLSS points. Where is that.  I'm seeing that on maps, but can't find it.  

I also noticed that the law says you just have to have a "tie" not "ties".  Some surveys seem to understand that you need two, and provide the mapping angle, combined factor, and other necessary data, but to comply with state law, you really only need to show the tie?
