Kind of hard to make out, but the top is a sidewalk, and the bottom is a storm manhole on a curb inlet ... peaking out from under the sidewalk.

Yeah ... the manhole was probably there first, but I think the manhole was probably placed in error because the box was set well back from the curb and out of the line with the rest of the curb inlets. The sidewalk, I think, is where it was supposed to be.
it would be interesting to see what a set of as-builts says. Are the the DI's supposedly identical?

On a recent job, The plumbers set their own locations for their manholes. The manhole ended up being in the gutter similar to these pictures. I don't know how they got around not having to move it, but they did.
They are a pretty good company, and on one of their next jobs, they had me do the layout of the storm and sewer structures.
Not much use for that screw on the manhole lid, huh?
Somewhere deep in the TV history vaults there is an episode of The Andy Griffith Show where Andy is attempting to teach Opie some basic math. As I recall, there is a story type example of it taking a boy and a half an hour and a half to do something-----or something along that line. Opie gets all hung up on the "half a boy".
When viewing the manhole above, the first thought that came to mind was "What kind of a man could get into that manhole?" It would have to be "half a man".

I've heard the oldtimers say. A boys a boy. Two boys are half a boy and three boys is no boy at all.
