A local surveyor friend sent me this.

Dive into the site... It sure looks like they are surveying without even a site visit on some of these. In the FAQ section, they have some weasel verbiage about "site survey" and they do not offer those services, but anything "over-the-counter" (I think meaning "no hard review process") that they've not been denied.

This is part of a larger issue. I have been to ZBA meetings in, for around here, large cities/towns, where the chair states during the meeting that they try not to require surveys as it is difficult and expensive to get a surveyor to prepare a plan. When you look at the supporting documentation for the variance requests people are submitting tax maps with the buildings sketched on with ties to the property lines. We are talking about dimensions of less that 5' to the "property lines" in many cases. How on earth can a ZBA grant a variance to a setback from a property line when nobody has an idea of where the line actually is?!

My area has a "signed and sealed" survey requirement coded into their regulation, but I don't think it's followed very closely. I think they will accept anything that resembles a survey. If you followed the Maine case of the guy that built the 2M house on the wrong property, it was situation where they did have a hard survey requirement, but accepted a site plan instead.

If you don't physically visit the site, how do you get the measurements for the site plan?
We use all available resources online, such as satellite imagery, county tax maps, county parcel maps, GIS information, and Google Earth Pro, and then aggregate the information onto one site plan drawn professionally on AutoCAD.

I think that the moment they designate a line a "property line" they are surveying. I believe that drawing would earn them a cease and desist notice from our Attorney General after a referral from our BOR.

When something existing is shown in relation to a boundary, it is Land Surveying.
