If an easement survey is performed in conjunction with a boundary survey, no monumentation required, but if an easement performed independent from a boundary survey, monumentation is required.

I reckon you best follow the rules!
You forgot the "lying adjacent and parallel" part. For example, if you are preparing a subdivision plat with a 10' easement adjacent to and parallel to the front lot lines, the lot corners monuments are sufficient.
My take is they don't want the landowner to mistakenly use easement monuments for set or found property corners monuments.
If the easement is not adjacent and parallel to a monumented property line then you have to monument the limits of the easement.
For many years MS surveyors were required to monument easements but you had to combine the board laws and survey standards to understand the requirement. Not much has changed except it is now spelled out in one place.
Is this easement for an overhead power line, pipeline, or some other type utility? It may be that whatever the easement serves could also act as the monument.
Another way to look at it is, if one side of an easement and a monumented property line share a common line then you aren't required to monument the other side of the easement.
If there is a gap between the property line and easement then the limits of the easement has to be monumented.
21.3(d.) "Concrete right-of-way markers may be acceptable as monuments on all roadways, streets, and utility rights-of-way, and may be placed only at points where right-of-way width or direction change."
The way I am reading this is that you either have to set iron pins on every corner on each tract or set monuments at the pi's or r/w width changes.
"All corners shall be monumented, either by a found monument clearly described on the survey plat, or by a monument set as described above, except
however, a corner which falls in a creek, stream or ditch, in a gravel or asphalt road or upon solid rock, concrete or other like materials shall be marked in a permanent manner and clearly identified on the plat or witnessed by Witness Corners."
When it says "all corners" this sums it up for me.
Yes, this would be for water/sewer projects. I read it as we will provide monumentation for every easement along the project.
