Does anyone have Handheld GPS recommendation??ÿ I'd like to upload and download NAD 83 coordinate values and have topography in the background.

Thanks in advance,

The units work in ITRF or WGS84, of course. My OLD Garmin uses a null transform to/from NAD83, based on the original documents from when no better data was available, even though better data WAS available by the time it was made.?ÿ You can switch between WGS84 and NAD83 and a waypoint shows the same values when it should be moving a few feet.
I'd like to know if the newer units have fixed that problem.
In most (probably all) Garmin handhelds you can define a USER grid and datum.
In ref to the OP, if you are buying a unit, make sure it is GNSS, and can take an external antenna. I doubt units like Garmin can take user topography - I dabbled in this around year 2008 and it was possible, but involved a number of freeware bits and hacks - maybe it is possible now with the newer units.
I think these days, if I was going to use a handheld, I'd look into just using a DC with SurvCE on it, that way user topography can be easily loaded.

Wont do all you asked but will come close.

The older PM3s and Mobile Mappers would be great for this.
