Here is an FAA bulletin about some GPS testing around Wilmington, DE. Note that they state that the GPS signal may be unavailable or unreliable in the area, 119 nautical mile radius.
It would be interesting to hear what effects if any are experienced.
I have seen GPS anomalies around some air force bases, I assume it is jamming tests.

Looks like its Wilmington NC and those coords are offshore though probably close enough to impact anyone working near the coast.
