I have a client whose GIS system covers 2 states and wants his mapping on the following coordinate base:
Projection: Transverse_Mercator
False_Easting: 1300000.000000
False_Northing: 1300000.000000
Central_Meridian: -120.000000
Scale_Factor: 1.000427
Latitude_Of_Origin: 45.500000
Linear Unit: Foot (0.304800)
These are their own specs and don't match any state specs. Is their a software that will allow me to adjust the perimeters to the above before I input my raw GPS files ?. The softwares I use just have pull down menus for the different States.

It might help if we knew what "softwares" you have.
Well...you will need to specify a Datum (and possibly a realization) before going any further.
Once you have that accomplished, there are any number of programs that will allow you to input the projection parameters into a “User Defined” Coordinate System.

Most any GIS Program should handle this through a .prj file.

I usually send my raw GPS data to the OPUS website for reduction. They only give you coords in the State format you select. So I need to convert those State Plane Coords to the coords as outlined in their mapping specs.

Any decent georeferenced coordinate system program (see above), will transform between ANY georeferenced coordinate system (SPC/UTM), and any other (Custom in this case) georeferenced coordinate system.
It will also transform the Latitude/Longitude coordinates returned by OPUS to your Client/Custom Projection.
BUT!!!! Be careful about Datum, Realization, (and in your area) Epoch issues.

It looks like the customer is using international feet, not US survey feet, so the false easting and northing values would have to be adjusted for that software package.

Rather than coverting coordinates simply choose I feet units in the configuration before doing the input on the custom config.

GNSS Solutions allows you to create a new coordinate system. That would however require you to also select ellipsoid values and base elevation. A two dimensional system cannot work on 3 dimensional data. Find out more about their system.
Oregon is US Survey Feet. Washington may be International Feet but I have found nothing definitive.

Paul, just the opposite, Oregon uses International Feet and Washington uses US Survey Feet, I have seen stuff FUBAR'd along the river becausae of this.

I tried to Google up the standards last night and got poor results. I used the same search this morning "Oregon SPC meters to feet" and the first hit on the list was the ODOT "Oregon Coordinate Reference System Handbook and User Guide." I recall no reference to this last night. I had to scan till page 23 to find out OR was international feet, but overall this manual is exactly the answer to the posted question. This manual includes how to get the SPC system into Leica and Trimble software. This should be where Otter6412 starts.
