I haven't kept up with the Lightsquared debate but is the problem the same for both systems, gps and gnss?
Yes

...Lightsquared on an International Basis. Since there will be interference with their systems in the US where they say they have a right to unjammed broadcasts.
Very simple solution, if one Lightsquared tower inteferes with a US Military plane it is free to blast it to bits. In essence Lightsquared is aiding and abetting our enemies. Not sure we want to allow armed Russian fighters to fly over US soil, but if that's what it takes, so be it.
Pilots need the practice anyway.

I guess that's why the defense department is so concerned about a system that would degrade their ability to deploy precision guided munitions within the confines of the continental U.S.

I thought this was going to be a terminology question/debate.
GNSS (global navigation satellite system): generic term, encompassing GPS, GLONASS, Galileo, etc -- specific, named systems.

Not to make anyone worry, our defense department and some state's police forces have implemented GNSS and GPS into their aerial police action for some time in the way of various kinds of unmanned aircraft to gather information.
