It's been thirty years, so my local geography may be off a bit, but that sounds like it's across the street from the old Hoots Restaurant where many a drunk U of O undergrad made questionable culinary choices at 2:30 AM 😉

Being DLC#64 means that it was the 28th DLC to be patented in that Township. So old Eugene may have been the first to stake his claim, but he was a bit slow in getting the "office work" done.
Skinner, Oregon just wouldn't have the same cachet as Eugene.
