I was just informed, by our local FPA, that FEMA is no longer accepting a BFE determination that was determined by scaling the FIRM and that they must be determined by using the FIS profile.
I went to a 16 hour course given by FEMA where they instructed us on how to determine the BFE using the FIRM and now they are saying that you cannot use the FIRM to determine the BFE,
Something does not sound right, but from now on I am just going to send the information to the FPA, get a written response and then check "Community determined".
The EC instructions say profile, floodway data table or FIRM panel. My understanding is that the preferred method is interpolation on the flood profile.

After posting my original comments I came to the same conclusion, from now on I am going to request a BFE determination for every property that I am doing an elevation on, she said that she "checks" every one that she gets so I will just send her the information, let her do the determination and I will check the "community determined" box on the certificate.?ÿ?ÿ

This is exactly what all of us should be doing.
I've heard people say that they don't have a local FPA(which is not true), or that their FPA refuses to make BFE determinations. Those?ÿ officials need to be reported to FEMA - their community could lose FEMA funding by not cooperating...
You have just described the majority of our rural municipalities and many counties. ?ÿIf a flood plain manager has been designated it is probably someone who spent the last 15 years driving a dump truck.
Nevertheless, they are the folks that FEMA has decreed should be the ones to interpret FEMA's remarkably clear maps and forms...?ÿ ??ÿ

Dan I have been doing this for 30 years.?ÿ Before I retired I did 3-5 EC per week and not once have I determined a BFE.
