The Map Store site is still down; they've extended the Maintenance period to Thursday.
The Hazards Site is still up. Some kind of mapping exists there and IMHO the MIP server services described there are worth looking into as well.
The Map Store is still the site for the studies, so if you need one of those you will just have to wait.....
