Exploding DGN import

I have a Microstation file I have imported in to Carlson Survey 2011. Everything comes in as one block (topo, control, etc). I try to explode and it will not let me. Any ideas?

Two suggestions come to mind:

1. Check to make sure the block is not on a locked layer, or,
2. Check to make sure the block has a uniform scale in the X,Y and Z directions.

If neither of these items are the cause, feel free to send me the DWG (or/and source DGN file) and I'll take a look and see what I can find out.
