This has probably been covered before but here go's........
Doing a EC for insurance rate determination:

Zone A with no BFE.....Do I even need to fill out section C ? Do I only need Section E ?

If doing a EC for a LOMA in Zone A with no BFE what is the proper procedure? I am in a very rural area. There is no community floodplain manager to determine a BFE.

I've only done a couple of these in the past but seem to be getting more request. Would like to become more proficient in this area. Any help would be appreciated.

If don't have a local flood plain manager, you can check with the state, or as I do since I'm alongside the Columbia River, check with the FPM at the Corps of Engineers. I've removed some structures with a LOMA and no BFE by getting elevations on the edge of the flood zone and using that as the BFE. In those instances I also get the edge of the water and note the date. If you have a house on a cliff above a river or stream, you may do some cross sections and submit those with the paperwork. I've also found where the county approved a bridge (private) which served the house I was working on, and they determined the peak at flood stage and how far above that the bottom of the bridge needed to be. It also had asbuilts for the bridge so we got a real elevation on that, I used it for a community determined BFE and that worked.

In the township that I work in there is not an established BFE, although towns up and down stream have had the detailed study done to establish BFE.
In these areas within Zone A I have had success recently submitting an online application for LOMA, including an EC in which I have completed Section C leaving a blank space in the line for BFE.

There is a local Floodplain Manager. FEMA designates one to ALL areas they map.

Its been a few years but I used to leave that blank & submit a letter in the package stating that I had contacted the 7 or 8 agencies they list in the manual as suggested local BFE sources, and they had no knowledge of a local BFE being established in the area.

They may designate a floodplain manager but that doesn't mean a hoot if that individual refuses to do anything or is dumber than a turkey attempting to roller skate.
