Has anyone had any experience dealing with the Colorado Department of Regulatory Agencies?
I applied to sit for the professional surveyor test late last year and received a notice in February that my application was rejected because I did not have enough verified experience. One of my references for my time at was place was rejected because the land surveyor who I was working for is deceased. The reference for that time was verified by the company manager who was the surveyor's daughter and who has been with the company since 1986. I did not work with any other surveyors during my 4 years at that company. I do know other surveyors through the local TSPS chapter but I don't think a reference would be legitimate because they do know personally know the nature or quality of my work.
I immediately sent in additional references to cover my time at my current employer and also ask for reconsideration or instructions on how to verify time with the deceased surveyor. I have checked back with the agency several times over the past months and they are non-responsive. Any suggestions or experiences dealing with them? I'm a little flabbergasted to say the least. We are missing business opportunities with one of our multi-state clients.
No, not in Colorado, but they may be similar to FL.
In Florida you can request an informal hearing with the Board members and explain extenuating circumstances.
I can't imagine what is taking them so long to look at two additional references. Are they understaffed or ???
The next board meeting is on June 10th. Maybe I'll have to swing through Denver.
I wouldn't know, but the instructions seem to allow for if the supervisor is no longer there. So I assume someone at the company can verify that you worked there at that time. Here is a couple of paragraphs I found in the instructions:
Complete Land Surveying Experience Verification form(s). Use this form to acquire enough references to verify the minimum number of years of experience as required by the statute under which you are applying. Refer to detailed instructions for completing the form. Submit the references in their original sealed envelopes with your application.
and
Finally, list your supervisorÛªs name, licensure status (e.g. P.L.S.), company title, and name of company for each employment engagement. It is preferable that this be the person who verifies your experience on the Land Surveying Experience Verification form. If your supervisor has changed companies since a specific employment engagement, do not use their current job title on the summary form. List the job title at the time of supervision.
I would hope you could say that supervisor was deceased, and give the reference letter to someone who was there when you were working for him. There licensure status might be 'not licensed', I don't know.
I would hope someone could help guide you over the phone as to what to do. Also, you could email....? I don't know much about their reaction time. I've never had a problem, but that doesn't mean much of anything.
I'm going on 6 months waiting for them to approve. Never had that long of a wait in Texas, Oklahoma, Arkansas or North Dakota.

I wouldn't advise calling or emailing daily, but it might be worth one call.....? But maybe I'm wrong.

I sent in my application back in January. I know they received it because my online account with DORA says status "pending board review".
numerous phone calls and emails I finally got a hold of a real person- they indicated to me it was going to board review this last Friday and I should get a letter in 7-10 days- she was helpful- we will see

when I filled out the application, I scratched thru the experience and references and put "SEE NCEES RECORD".. I had NCEES transmit my record to DORA.
did you have a NCEES record account?
No, I have not yet set up an NCEES record account. I understand that they are updating their system in June, I will probably look into it at that time. I don't know that I will keep pursuing additional states. My next goal is LSLS and then maybe I'll try Arkansas again but otherwise I am pretty much licensed in the states where we work.

Thanks, Dan. Before I applied for Arkansas, a buddy of mine went through the whole process and got his Ark ticket. He told me that they hate Texans and my application would be rejected on the first try. I got busy with other stuff and never reapplied after they rejected me. "Not enough PLSS experience". He took an online PLSS surveying class at University of Wyoming and they accepted that.

I saw your name on the agenda for the May 13th meeting. Any word from the board yet? I finally got a response that my information was submitted to the board on the same meeting but my name was not on the agenda and I have heard nothing from them yet. I left a voicemail today. Hopefully someone will return my call.
My experience with CO was very slow as well. It was about 6-7 months after initially submitting my app before I heard a thing and they initially rejected me because I had not taken the National Exam. I explained that I had been licensed in CA since 2001 and Utah since 2013 and even though Utah required the National exam they did not make me take it. (In 2001, CA had not adopted the National Exam yet). So another 6 or 7 months go by and I received an email that I was approved to take the exam. I never did. This was a couple of years ago now.

Could you explain to them that the metes and bounds system in Texas takes much more knowledge than the simple giant 90å¡ squares that make up the big PLSS subdivision? Clearly, you could set up a bunch of squares and much more. Maybe they'll realize their miscategorization of Texas Surveying. I bet that would work. 😉
Sorry just kidding. I think you should be able to study up on the PLSS and a surveyor would be just fine. I think many of the principles of subdivisions and proportionate measurement in a basically simultaneous conveyance, is based on the same principles of subdividing sections. (except of course the sick 'double-proportioning of lost section corners.)
