I have asked and never received an official answer to the question "Is is OK to carry a handheld GPS in the that part of the world.

I've needed one every trip I taken over there. I've left mine here at home because I don't want it confiscated and me called a spy while trying to find my way back to the hotel.

I recall a young Electrial Engineer that was treated to a free room (cell) in a Moscow Prison (Treblinka) for using a consumer-grade GPS receiver while scouting out potential cell phone tower sites in Russia, I think in St. Petersburg. Seems that the potential sites were all on hills that ALSO happened to be sites for classical Triangulation Stations!

It took President Clinton in his first term to telephone President Yeltsin and persuade him into letting the dummy out of prison a week before Christmas. The dufus was informed that he was no longer welcome in the Republic of Russia.

Collocating GPS observations at Trig Stations gives closed societies severe heartburn.
