Creating a PDF is the same as printing. You have to have software that creates pdf's installed on your computer. To know whether you have such software installed, check your control panel. If you do have something that does that it will appear on the list of printers when you go to plot the drawing. If you do not have something like that, the suggestion from the other gentlemen should work.

Type PLOT on the command line. Under Printer/Plotter, Name window, look for "DWG to PDF.pc3" as a plotter selection.

File, export, standard export, then save file as pdf. you will have to adjust page to your scale but it works.
