I have the boundary, but I dont have any locations (we did the subdivision on vacant land before the plant was built).

It needs to be in January 3, 2011.

If not for the schedule I would suggest coordinating with a photogrammetrist for this.

OPTIONAL SURVEY RESPONSIBILITIES AND SPECIFICATIONS

15. Rectified orthophotography, photogrammetric mapping, laser scanning and other similar products, tools or technologies may be utilized as the basis for the location of certain features (excluding boundaries) where ground measurements are not otherwise necessary to locate those features to an appropriate and acceptable accuracy relative to a nearby boundary. The surveyor shall (a) discuss the ramifications of such methodologies (e.g. the potential accuracy and completeness of the data gathered thereby) with the title company, lender and client prior to the performance of the survey and, (b) place a note on the face of the survey explaining the source, date, relative accuracy and other relevant qualifications of any such data.

Well, the question that I'd have is: "Why the need for the ALTA/ACSM Standard Land Title Survey in the first place?" All of the underground plant piping drawn from existing construction plans doesn't most likely tell you much about some estate that some other party has in the land. This is a municipal power plant, right?

I'd suggest that they limit underground piping to just those lines owned by other entities than that owning the plant. Otherwise, if they really need an as-built drawing of the facility, the ALTA/ACSM spec will only get a very small part of the way there.

My firm just completed a very similar survey in southeast Texas. We used a combination of conventional methodology, GPS, construction drawings and aerial photography (they had it flown prior to asking for the survey). I had never performed an industrial survey like this before and we were apprehensive providing a lump sum number. Never the less we were compelled to provide a drop dead number (client said someone was going to get a lot of money for this survey, might as well be you). We estimated 38K. It was the most profitable project we had last year. Only beaten by the very same update survey we did this year. Who knew you could flip a power plant?
