Not a chance.
I've been speculating that the column was laid out from grid coordinates, while the prefab concrete roadway was built using ground scale dimensions.
Somebody effed up big time! How did it get left like that? You would think they'd correct the column position before put the road on top....
Maybe they are replacing the bearing pads on the column, and have jacked up the structure and slid it sideways to get the new bearing pads to fit, or most likely when they jacked it up, it slid sideways by accident to due incorrect jacking technique.
Perhaps the bridge is old and the column is new with demo of the bridge deck to take place as they put in the replacement.
How far is this from earthquake central?
What happened? I'd say someone got fired.

Actually, it's very obvious................during construction,.someone used the wrong offset. Happens all the time.

The fence contractor was just following the dimensions on the plans.
If he changed the planned gate location, he was afraid he might not get paid.
By looking at the healthy grass growth, the stairs came first.
OR
The HOA was sued because of a ped accident on their irregular stair risers and treads.
So they are just trying to route peds around the hazard.

I like the irregular stair theory, maybe they put the fence and gate up before they build a new stairway, and they are going to tear out the old stairs.
