Does he have a seal? Or is it produced by his "office" to dispose of excess land? In VA something like this would be handled by VDOT and have to be signed and sealed by an LS, but it wasn't always like that.

What a Deal (pun intended), he is a lawyer I think. Probably took a surveying course in college. It looks like a decent working drawing anyway.
Clarification
Not actually the Governor just what he is charge of...and there is no seal that I know of. Most of the GDOT "surveyors" are typically versed in construction staking and obviously Highway Construction. Not typically licensed.
Nova may have a good business model, providing they have the volume to support revenue.
At one point in my career, my firm was doing 1,500+ of these types of surveys per month.
Times have changed and mortgage companies don't require them anymore.
With the low demand, the fees for these surveys need to be over $300 each
At least they were courteous enough to have a GRAND OPENING SALE.

[sarcasm]I have always thought it was a requirement for all ?DOTs that have pulled a chain to work on weekends surveying land for some Engineer for advancement in their ?DOT future.[/sarcasm]
