lets assume hypothetically - you have been asked to set 40,000 points- specs call for setting a pk nail with whiskers/bluetop for a solar panel farm- site would obviously be cleared- account for material costs on the pk's.

What is accuracy requirement? I have done one near San Antonio that had about 5,000 points, but they only required plus or minus at tenth.
Matthew - sure, I am guessing that works- I picture contractor boring a hole at the point to set the "pole"- I would think nothing more than 0.1'.
And soil conditions. Compacted gravel Vs sand fill would make a big difference on that many points.
base it on compacted gravel -pk with whisker

Yes...time/point.
One minute per point amounts to 666.666 😉 hours to completion. Figuring a full-time crew for four months...job would probably go for $75K.
EDIT: Responded at the same time as Foggy...leaving $4K on the table ain't bad.;-) FWIW, my first thoughts were also of the area of project and spacing of panels, etc. Ended up figuring more taping along control lines rather than spraying in points one by one.

Comparing prices in different regions is futile but....at $2 a point I'd have to set around 600 a day to hit my field crew rate. An 8 hour day of constant work with no breaks is 480 minutes, so if you can set a point every 48 seconds all day long, day in and day out, you can have the job. 😉
Figuring drive time, set ups, breaks, etc I don’t think it would be worth my time below $9 a point. Plus I'd have to count on hiring and training a new crew once the one I assigned to the job quit out of boredom

Recheck your arithmetic. If the grid points are on 10 ft. centers, that's 100 s.f. per nail or a site of more than 91 acres.
If the tolerance is +/-0.1 ft. or so, I'd think the way to do the work would be with a tape, lining in points with an instrument or by eye with a plumb bob string as you advance along a grid line. Radial stakeout would be way too slow.
You'd divide the grid into 100 ft. x 100 ft. panels and stake those grid points, then fill in between the grid points just by stretching a tape, checking line either with a theodolite or plumb bob string and by eye. It would be a three person job.
we really got some varying numbers here- my hypothetical bid was $8.25 +/- per point-
keeping in mind everyone has different methods- conventional with a guy behing the gun, robotic, on site setup time, etc-

Typically the purpose of construction staking is to set enough key points so that the layout people can build in from there. Survey crews are too expensive to be setting that many points.
