I am unfamiliar with converting C3D to Carlson Standard OEM CAD. I have a project coming in and was told they could give a XML file of the site plan. What information would you expect to receive. Would it have design symbols, text and line work.
An xml file could contain things like the point database, the DTM surface, and any alignment definitions. It would not contain any drawing elements. For those you will want the dwg.
When I ask for a C3D file without all the proxy problems that has been "dummy down" to work with standard CAD, what should be asked for?
Either the creator has to type proxygraphics and set it to 1, or you need to install an enabler and you then will be able to see the proxy entities and also set the graphics to 1 and save down to whatever version you need.

I'm not absolutely certain this is what you need, but if you ask them to "Export to DWG" - which removes much of the C3d functionality, you will get something more like what you want.
