Trimble TSC7 with perpetual Access license not recognizing license after fresh Windows install?

I did a fresh install with the latest Windows 10 OS update and BIOS from mcs.trimble.com for a 2021 TSC7, and after installing the same version of Access I had been using, it's now requiring me to log in to Trimble instead of just recognizing the software license that's tied to the device serial number.

I've tried logging in to my Trimble account, but since there's no license associated with it, I can't use the software. Has anyone dealt with this issue before?

I've tried installing an older version to see if there was one that didn't require logging into Trimble, but the earliest I can go back is v2020.20, and it requires a login and doesn't recognize my device as licensed. I verified my serial number on the Trimble website, and it shows as having a perpetual Trimble Access license, so I'm not sure why it's not recognizing it. 

I've attached a screenshot showing the Trimble Access license tied to my serial number.
