One of our state regulatory agencies will allow submittals in .pdf format. They really seem to encourage it. I have been shopping the various .pdf versions and reading user reviews and am more confused than ever.
The version I pick will need to work with .dwg, jpeg formats and allow for multiple sheets to be used in one .pdf file.
Nuance seems good but some of the reviews are pretty negative.
What is your favorite .pdf software and which ones would you avoid?

I use Nuance PDF Converter Professional 7.2 and it works for me. I plot to PDF with Carlson Survey 2013 with Intellicad (Letter Size, 11x17 or 24x36 sheet) then digitally sign and seal the PDF with PDF Converter Pro program. I have heard of at least one person having a problem plotting to the new version 8, but the version I have works well for what I need.

Just bite the bullet and get Acrobat Pro. Cheap in the long run.
Bluebeam works very well.
Acrobat Pro has always served me well. I have v6 and there are some things that newer versions do that v6 will not. Firefox has stopped using it to open many PDF downloads.
Have not used the following two, the first I will soon have a chance to use..
I am upgrading my Corel Wordperfect with Office X6, their latest office software. The conversion process is supposed to open any type of word processing file no matter the extension.
In the package is PDF Fusion and Paintshop Pro.
I use Winzip Computing software to do a global search for info within documents. They have something called PDF Converter Pro.
0.02
I use Nitro PDF. Pretty inexpensive, and does what I need it to.
I knew that surveyors could help me out with this one. What a fantastic forum. Thanks again for all the recommendations.
PDF reDirect is free and it prints single or multiple pages - or various docs, jpgs, etc, to one pdf.
Adobe Acrobat Pro v.7 is a free download. Based on this link, it seems that
they gave this away for free because of support issues.

Actually the entire Adobe CS2 Suite is now a free download with serial numbers.
PDF Creator
PDF Creator is free and does everything you asked for. It gets added to your list of printers and you just select it and "print" anything you want to a PDF file.
Another vote for Bluebeam. Comes in four different flavours depending upon your requirements. A robust professional application for less than half the cost of Acrobat Pro with a feature list full of great markup, measurement, and document management tools. Well worth the hard earned money and precious time of a land surveyor.
I use it every day on every job.
pdf995 and OmniFormat
you can print stuff directly to PDF, you can convert PDFs to other types of graphic files (PNG and JPEG and GIF and more).
