MenuBar is there, it just only has file and edit, not all the other normal options. WTH?

This happen to my computer also after Windows did a security update, needed to right click on empty area of the menu bar and replace the menu button that were there before.

You might try keying in MENU at the Command prompt and re-loading ICADBASE.mnu. Another option would be to right-click on the Command prompt area and choose Options. You could visit the Profiles tab and reset your current profile.
