When I insert a block it is coming in scaled and in the wrong place.

How to solve?

Check the "insunits" of both the block and the drawing you're inserting it to.
Make sure they are the same.
I try to make all my drawings have insunits set to zero for unitless.

It sounds like you are inserting a "symbol" not a block.
