I am having trouble today getting the FEMA website to behave like it has until recently. I do see this notice but I am also easily confused:

Announcements
As of August 1, 2017 all FEMA systems will require the use of the "https" protocol, and "http" links will no longer function. This may impact NFHL web services. For more information on how NFHL GIS services will be impacted, please visit the NFHL GIS Services page at https://hazards.fema.gov/femaportal/wps/portal/NFHLWMS .

As part of this security protocol change, users that access the NFHL through Google Earth must install the Google Earth Version 7.3 or higher and download the new .kmz files which can be found on the https://hazards.fema.gov/femaportal/wps/portal/NFHLWMSkmzdownload&apos ;">Using the National Flood Hazard Layer Web Map Service (WMS) in Google Earth web page.

HMMMM, looked at that link and it says everything is fully functional. Really? I just downloaded v 3.1 and I still see that ding-dang giant red X. So what's the deal?

just for snits and giggles I went to the Google site and downloaded Earth Pro, latest release. That did the trick.
