Double Labels Civil 3D Drawing?

I received a Civil 3D drawing from an engineer and something goofy seems to be going on with the labels. Upon opening the drawing in Carlson 2013 embedded I notice the drawing is so jumbled up with extra large text labels that you can't see what's going on. After investigating more it appears that all the labels, pr spot elevations and contour labels, exists at what appears to be a normal size and also at the large size. Most of the labels are a block reference on a AecExplode layer and if I explode them I can delete the large label exposing the normal size labels. Is this some sort of dynamic label or multi scale label that can be toggled off instead off manually deleting each one?

Never mind. If I change the "style" in the properties box, they start behaving normal.
