As the title says, I am trying to delete some layers in civil 3d but the program refuses how can I force it to delete them?

Layers will not delete for the reasons listed in the dialogue box, plus, with C3d, when they are used in some style or setting. ?ÿHappy Hunting.
@norman-oklahoma The drawing has only some lines there is no way to force to delete? Crazy.
Yes there is a way to delete them. As stated by Mr. Oklahoma, you need to find their occurrences and delete them. The first thing I would check, based on your image, is my Object Layers tab within my drawing settings. If any of those are pointing to one of your offending layers, set it to layer 0 instead. If you did find any, do a purge at this point. You may or may not clear any out, but the fewer you have to hunt down from this point the better.
Next, you will need to check your styles for references to these layers. If you find references within an unused style, you may be able to delete that style. If you can not delete it, you will need to modify the reference to a different layer. Be aware that you may find it in more than one style, so you may not be able to purge it immediately. I would run a purge each time to see if I was successful. You will need to keep repeating the process until you are able to purge the layers. You will also need to run audits as you do this because you will be creating errors in your drawing.
If you are serious about wanting to do this, there might be a shortcut or two that I could recommend. Let me know if you are interested and I will share.
I will share that I believe having a good clean template (or preferably templates) will help with this in the future. For my work flow, I have multiple templates. For example, I like having an alignment template, a pipe network template, a profile template, a cross section template, etc. In each of these I will only have styles that are relevant to the drawing, and I will only have layers, and set object layers, that are relevant. I also have a master template that has everything, so if for some reason I find myself needing a style or layer, I can quickly drag it in from the master template.
I know it seems like a lot, but for an OCD guy like me, it works.?ÿ
After running the standard 'purge' command, go to C3D's 'manage' tab and use the 'styles purge' to remove any unused styles (it may take a couple of runs).?ÿ The run the standard purge again.?ÿ This should make your search for layers used by various styles a little easier.

You could also just type PURGESTYLES
This is regular practice for me.?ÿ I always clean things up before sending out files.?ÿ
There is also a free app in the autdesk app store call superpurge which will remove a lot of other unused objects like arx objects dgn objects etc.?ÿ
