Civil 3d parcel labels

I'm new to using civil 3d and am having some issues. I am trying to get my parcels labels to slide along the line the are attached to and they wont move. Anyone had this happen and figure out a way to get it to work?

You have to right click the label and edit the label style. I think it's anchor settings or something like that.
