First off, I am only semi-learned in AutoCAD. I haven’t been able to obtain an answer to the following, any contributions are appreciated.
Let’s say I have a 100 lot subdivision. All the base maps are done and layered accordingly. To prepare a plot plan for permitting we simply window out the lot, add the appropriate information and print it out. My question is how can you take this plot plan including the project coordinates associated only with it and save it as its own files (dxf & csv) for transfer to a data collector?
what version of autocad?
"dxfout" will generally export a dxf file.
I'm assuming a csv file is a comma delimited ascii file?
Are there data points in the dwg?
And what software/version on your dc?
Trimble access will work with your dxf file.

Is this a plain ACad drawing, or was one of the vertical products like Civil3d, Land Desktop or Carlson used to create it? All of those add on products include tools for creating point data and transferring it to the field.

My problem is with the coordinates. They don't export with a dxf file. I'm trying to isolate the cords associated with just the drawing on the screen into a new csv file.
Or I just don't know how to associate coordinate values with points?

Create points at the corners in Civil 3d and then create a point group with the associated points and export the point group to a text file. Upload that to your data collector.
This seems like a very odd question on such a large development. Have you never exported points? Why would you just want those points for a data collector? What about your project control? How are these points being used?
It depends on the software you're using. If it's pure AutoCad you should be able to write block out a portion of your drawing, including the points if they're actually drawing entities and not proxy objects or ARX oblects (like they are in Civil 3D or LDD)
Command line: WBLOCK
Choose the location for your new drawing file.
On block name, hit return unless you have a block name
Make the Insertion Point 0,0
Select the objects and return
The objects selected will disappear from the drawing.
Close the drawing - DO NOT SAVE IT!
Go find the file you just created and open it. Your coordinates and layers should be preserved.

maybe just save your dwg file to an older dxf version that the software can read. I think it can only read up to version 2002 as stated on the download page.

If there is anything I have learned by reading posts here is that nothing anymore seems odd.
With todays version of bloated Autocad software it is like looking for a needle in a needle stack.
There are too many options in today's software that a simple task gets buried in so many other options and a help file that fills pages of text for a simple query.
Sometimes it is just easier to just post a question on a forum.

I agree, it’s much more efficient than spending hours looking for something that someone already knows. Most of the time when searching for something in Autocad you have to jump thru so many hoops you,(or at least I do)forget what I was looking for in the first place. The application you suggested is exactly what I am looking for. Thanks

My employees do all that stuff.
Yes I know how to, and have, imported dxf, dwg, csv to various other applications and hardware. A 100 lot subdivision down here in FL. Is considered small to medium! Thanks for your response.

WBLOCK is the way I do it. You can specify saving it a dxf, which is what your dc usually wants.
