I'm going to be burning static on a group of control points that we have a local coordinate system on. My question is this: When I start the base (Trimble Access) do I want to use the "here key" or start the base using my local coordinate point?

If you're purely running static you don't need to do either. If it were me I'd leave the local coordinates out of the equation and start my static session(s) using the Start Base command, not putting in any coordinates, and with a coordinate system of either No Projection / No Datum or my SPCS zone.

You might be able just to turn them on, without the dc, depends on the unit, just be sure they are collecting and write down the units and start/stop times in a book.

If you are using Trimble Access a point is required to start a Faststatic Base. There is no here key so I use the store function in Position under GNSS Functions. Faststatic measure points can be used but Faststatic base has several advantages.

What is required is a Point Name, not a point (not coordinates). If you start the base in a static survey and put in a new point number Access will give you a message that says something like Point Name does not exist - supply coordinates at processing time. It will assign a coordinate that is either autonomous or WAAS derived, depending on receiver/firmware/how long it was on before you started it. Fast Static is just a term that Trimble started using when Leica started promoting their Rapid Static capabilities using the FARA algorithm in SKI software; there's no difference between Fast Static and plain old static.
If you start the base with RTK & Infill or RTK & Logging then of course you need a coordinate for the RTK. If you use a Here position and plan on correcting it in TBC you need to be aware that even though it's a Here position it will come into TBC as a control point.
