Topcon has some coverage in IL as well, mostly up around Chicago:

The KARA Company out of Countryside, IL also has an extensive subscription based network available. Depending on the area you will be working, the Tollway also offers a free service.

Dave at DigiFarm just (or is in the process of) converted his static IL network to a Geo++ network.

Full disclaimer: I'm the one who setup, configured, and adjusted the DigiFarm Geo++ GNSMART RTK Network, so this post may have a biased tone...
GoDigiFarm.com is the Ag website and the soon to be announced .com site [not ready yet] will be the survey website. They use the identical infrastructure, same cost structure, just a different support staff and vertical market focus.
They are both owned by DigiFarm which was started by an Iowa Farmer/Technologist named David Dusanek.
Currently there is almost complete coverage of Iowa and Illinois (three stations still to be constructed). Even a small 8 station coverage area in North Dakota (this will be expanded significantly by fall - adding stations every week there).
Cost is $1200 a year for full VRS style GNSS connections with discounts for multiple accounts. The network has unique mount points for each brand of rover to account for the different GLONASS interchannel bias that exist.
Nearly (over 60) stations are the CHC Navigation N71 CORS Stations with full PCV Calibrated Chokerings. Every station is GPS, GLONASS, BDS, & Galileo; which I think is a first in our industry.

As others have mentioned above, there are a number of RTK Networks surrounding Illinois: The free gov ones are the state of Iowa, Missouri, Wisconsin, Indiana and Kentucky (so basically all the way around the state. Within the state is the Kara Group who operates a Leica Spider network, Trimble who purchased back their dealers VRS a couple years ago, and Topcon. The Tollway authority network i think is just a part of the Kara Group.
