I recently found a book. US-TVA Surveying, Mapping and Related Engineering Technical Report No. 23-----1951. It is an interesting read on how TVA addressed all the surveying that had to be done. We cover 7 states 80,000 square miles, 17,000 miles of transmission lines. I've added a link to download. I believe you have to create an account to get it to work.
