That phrase has been around at least as far back as Chris Farley's character Matt Foley on Saturday Night Live. What it means is that you really need to stop talking now because you're irritating others.
That phrase kept crossing my mind today at a continuing education program for surveyors. It most definitely had nothing to do with the speaker(s). It had everything to do with the unthinking twits occupying seats in the audience.
For crying out loud, once the speaker starts into his/her presentation, speak only when spoken to by the person providing the program. Your chatter greatly impacts the ability of others nearby to hear something for which they invested many dollars and time in order to be present. Your selfishness is not appreciated.

I don't recall that ever happening to me. I do remember it shutting up not only the disruptors but no one said a word after that.

Boy do I remember those day's, all the NUN had to do was lift the yardstick out of the chalk holder and EVERYBODY shut right up. You could hear kids breathing.;-)

I can imagine that Larrys presentations are entertaining enough that very few nod off!!:-)
I agree, it seems there always someone nearby talking and it annoys me also.
My present job involves doing CAD work. I work in the same room with 7-8 sales people.... who's job is to talk, apparently, all too often, Very loudly. (Competing with each other or something)
Noise cancelling headphones are able to take care of some of the noise, but when these folks get going, there is nothing that will shut out the noise.
Ever call a call center (help line, credit card, etc)? Ever notice all the chattering voices in the background? If we hear that on our end, how loud must it be in that room?!?!
