If the liquid is highly viscous, the answer could be 1.

You need to look very closely at the lines, as not all pipes are open. Thus the answer is 3.

Not all of the pipes are open, so you need to look very closely at the lines. So, the response is 3.

If the liquid is highly viscous, the answer could be 1.

Also could be 1 if the temperature of the pipes is below freezing.

Using ambient temperature water, the answer is three.

Other answers are possible depending on the termperature and viscosity of the liquid.

If the pipe system is at a very cold condition and the liquid very hot,  cup #1 would shatter and none would be filled.
